As the United Sates struggles with yet another mass shooting and faces a reckoning over the deaths of Black men at the hands of police, President Joe Biden is calling for action. But he is treading cautiously with the lawmakers who can bring it about.

Nearly three months into his presidency, Biden has been willing to throw his weight behind a legislative agenda. But it’s one designed for maximum bipartisan appeal, centered first on the coronavirus pandemic and now a huge infrastructure plan that is likely to dominate the congressional calendar for months. Issues like gun control and police reform, the subjects of key campaign promises, have, at least publicly, taken a back seat.

He denied on Friday that he was shuffling gun control back, insisting, “I’ve never not prioritized this.”

“I continue and I strongly, strongly urge my Republicans friends in the Congress who refuse to bring up the House passed bill to bring it up now,” he added. “This has to end. It’s a national embarrassment.”
