U.S. President Joe Biden will hold a media availability on Thursday as the NATO Summit wraps up in Madrid, Spain.

Biden announced on Wednesday the U.S. would commit more troops to Europe, as well as a new army headquarters, the first permanent U.S. installation on NATO’s eastern flank. A rotational brigade combat team of 3,000 troops in Romania for swift deployments in the region would also be put in place, Biden announced.

Also on Wednesday, NATO Secretary-General Jens Stoltenberg said it would admit Sweden and Finland into the military alliance, marking one of the biggest shifts in European security in decades after Russia’s invasion of Ukraine pushed Helsinki and Stockholm to drop their tradition of neutrality.

Stoltenberg also said Wednesday that NATO must be “clear-eyed” about the challenges posed by China, though he said it is “not our adversary.” He said NATO would strengthen its cooperation with Indo-Pacific countries as a result of the potential threats posed by China .
