Tropical Storm Laura dumped heavy rain and strong winds over the Dominican Republic on Sunday, leaving behind a trail of destruction that has killed at least three people.
Volunteers gathered in Santo Domingo to rescue trapped residents, using a dinghy to take locals to dry land.
A mother and her seven-year-old son are among the three who died in the Dominican Republic after a wall reportedly collapsed on their home.
Laura has left more than a million in the country without electricity, forced more than a thousand to evacuate and caused several homes along the Isabela River to collapse, authorities said.
Laura could strengthen and become a Category 2 or 3 hurricane as it churns towards the United States.
