At least 11 people are dead after a boat capsized off the coast of Puerto Rico. NBC News’ Steve Romo explains how officials raced to the scene in an attempt to rescue any survivors as the boat was filled with migrants from Haiti and the Dominican Republic.

The Dominican Republic is a country located on the island of Hispaniola in the Greater Antilles archipelago of the Caribbean region. It occupies the eastern five-eighths of the island, which it shares with Haiti, making Hispaniola one of only two Caribbean islands, along with Saint Martin, that are shared by two sovereign states.

Haiti became the only state in history established by a successful slave revolt. Apart from Alexandre Pétion, the first President of the Republic, all of Haiti’s first leaders were former slaves.
