Manchester mayor Andy Burnham has dismissed last week’s mini-budget as “the elite manipulating the budget for their own benefit”.

He told Sophy Ridge tax cuts for the rich were an “act of vandalism on social cohesion” and there should be “targeted support” for those on lower incomes – and a reversal of income tax cuts.

Mr Burnham was speaking as the Labour launched their annual party conference in Manchester.
