The Lake County deputy chief, Chris Covelli, said the person of interest, Robert E Crimo III, appears to have ‘pre-planned the attack for several weeks’, adding that investigators believe he dressed in women’s clothing to conceal his tattoos and to make it easier to blend with the crowd as he escaped the scene
