Peacekeeping Chief Jean-Pierre Lacroix today (6 Sep) told the Security Council that “notable progress” has been made in addressing the priorities outlined in Action for Peacekeeping Plus (A4P+) and called for “stronger and more unified support from the Council to advance the political efforts of our operations.”
Such support, he said, “is a prerequisite for our efforts to promote sustainable peace where we have mandates from you to do so.” He also requested support from Council members for peace missions “when they face undue restrictions and obstacles from the parties to the conflict, including SOFA violations.”
Lacroix, who is the Under-Secretary-General for Peace Operations, said “attacks against peacekeepers utilizing explosive ordnance and improvised explosive devices persist and are tracking at levels as high as those in 2021.”
He said the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) “remains the most dangerous peacekeeping mission,” but missions in the Central African Republic and the Democratic Republic of the Congo, “are facing a sustained and growing threat.”
The accountability of peacekeepers, Lacroix said, “remains a critical priority as we seek to better assess performance to recognize and remedy issues as needed.”
In relation to the ongoing challenge of sexual exploitation and abuse, he said, “the Trust Fund to support victims has established a project in South Sudan to offer psychosocial, medical and legal support,” and the Secretariat “will engage with Member States to discuss concrete commitments to resolve of paternity recognition cases and child support for victims.”
Turning now to Women, Peace, and Security, the peacekeeping official said, “the full, equal and meaningful participation of women in peacekeeping remains a key priority, one that is mainstreamed throughout our A4P+ efforts. As of June, most targets set in the Uniformed Gender Parity Strategy had been met, expect for military contingents. In fact, they have been surpassed for most of these categories. Women now account for 21 percent of military observers and staff officers, 31 percent of individual police officers, and 43 percent of justice and corrections government-provided personnel.”
Secretary-General António Guterres launched Action for Peacekeeping (A4P) on 28 March 2018 to renew mutual political commitment to peacekeeping operations, calling on Member States to join him in developing a set of mutually agreed principles and commitments to create peacekeeping operations fit for the future.
The objective of A4P+ is to accelerate progress on the implementation of the Declaration of Shared Commitments on UN Peacekeeping and renew momentum on Action for Peacekeeping by focusing efforts on the systemic priorities identified in A4P+.
