A bulletin distributed to police agencies across Nova Scotia in 2011 warned that the man who would later commit one of Canada’s largest mass shootings was in possession of a large stash of weapons and intended to “kill a cop.”

It’s the latest in a series of incidents that occurred years before the April shooting indicating Gabriel Wortman was dangerous, including acts of domestic violence.

RCMP Cpl. Jennifer Clarke explains why the force has no record of the 2011 Officer Safety Bulletin about the Nova Scotia gunman, while RCMP Supt. Darren Campbell explains efforts to communicate with municipal law enforcement in Nova Scotia during the April killing spree. Campbell says the RCMP remained in contact with police forces throughout the manhunt for the gunman.

Garry Clement, the former director of the RCMP’s Proceeds of Crime Unit, says the RCMP should have thoroughly investigated the 2011 complaint.

The RCMP has said it has no record of what was done with the complaint because the file bulletin containing the tip was “purged” from its files.
