Ofsted chief Amanda Spielman has warned against victim blaming after girls as young as 4 were told to wear shorts under their skirts by some schools. She wants to see schools come up with solutions to stop girls feeling uncomfortable when they do cartwheels in the playground.

The idea of modesty shorts has been criticised by parents and has the backing for Tory MP Maria Miller. So are they shorts victim blaming or a way to stop the pandemic of inappropriate sexual behaviour at schools?
